The Council Hall is a unique 
buildings, unlocked from the start of the game. It can be build only on the Central District.
It costs 80 Heatstamps, 40 Prefabs, and 200 Workforce for 2 weeks to be completed. It does not have any upkeep cost, cannot be deactivated or demolished.
The Council Hall is necessary to unlock the Council, Laws, and Emergency Council Session Action on the Central District.
