There are five potential Problems in The City and its Colonies:
- Cold - insufficient Heat or Shelter
- Hunger - insufficient Food
- Squalor - insufficient Materials, or produced by Progress Buildings or adjacency maluses between certain Districts
- Squalor can be reduced with Filtration and Recycling Buildings
- Disease - produced by Adaptation Buildings or adjacency maluses between certain Districts
- Disease can be reduced with Hospital Buildings, Medical Hubs, or certain Laws such as Quarantine and Funerals.
- Crime - insufficient Goods or large Population
- Crime can be reduced with Watchtower and Prison Buildings
Additionally, The City itself has a sixth Problem: Tension, caused by having any other Problems and by Protests and certain Events.
Problems can reduce the available Workforce through sickness, injury, or death; slow Population Growth; reduce production efficiency; and damage Districts.
They start at the "Absent" level, and can be Diminishing (level will decrease over time), Stable (level will not change), or Increasing (level will increase over time). If any of the levels reach "Catastrophic", a special Event will be triggered to provide a drastic solution towards the problem.
